The director of the Central Narcotics Bureau (CNB) can put a person under supervision in the community or admit a person to a drug rehabilitation centre (DRC) if he or she is positive for a controlled drug on urine or hair tests. However, if the urine or hair test result is negative, the director must have reasonable suspicion that the person is a drug addict before committing him or her to a medical examination or observation. The director can only subject the person to supervision or commit him to a DRC if the medical examination or observation finds signs or symptoms consistent with drug abuse. Minister of State for Home Affairs Muhammad Faishal Ibrahim outlined these powers in reply to an MP's question in Parliament on Tuesday (Jan 10).
